annoying is something that bugs you.
persistent is something that keeps on going.

Persistant things often become annoying things too though...like a persistent tapping on the window would become annoying.

but annoying things dont/always often become persistent!

Annoying means being bothersome, disturbing, to the point of being harmful, molesting, tormenting. Very negative vibes.

Persistent is being able to pursue a course of action even if there is a tremendous amount of opposition. Very positive.

Persistent people being successful. Annoying people are hated.

Persistance is measured in courage, annoyance in stupidity. What is courageous to one person is sometimes stupid to the next, thus the confusion.

If I kept trying to explain this, I would be persistent.

If you told me to shut up, and I kept on trying to explain this, I would be annoying.

both are annoying, persistant is just anicer way of saying annoying
