Because if they download too slowly, people get to thinking it's not worth it, and quit the download partway, and make a mess.

Because the creator of said files have limited space and there are usually limits on the size of files that can be uploaded. And to ease the download burden for others.

if they were uncompressed, the files would be bigger, and web hosts that let people store files for downloading have limited memory. meaning only a certain amount can be stored. compressing files uses less memory than normal files, leaving more room for other files.
