The laws, both federally and statewide, monitor or regulate almost everything we do. Here are a few examples. Civil laws generate revenue when damages are awarded in a law suit. Probate laws generate money by paying off any outstanding debts of the estate. The government enacting legislation to determine our tax rates, our property appraisal rates, our state income tax rate.
As you can see much of these laws encourage revenue and protect (regulate) society. Infringement of these laws may end up either in civil or criminal (sometimes both) litigation which ALWAYS generates revenue, of course, to the attorneys.

Laws just set up the "game" so that the economy can thrive... much the same as football rules allow people to play football. Laws are necessary for the economy to survive.
