This would depend on what aspect you were to deem as the worst!
Large cities have more users, the midwest has a meth production epidemic, border states have trafficing problems and many others have problems with growers!

According to the DEA site for state facts South Carolina has the biggest consumer rate using drugs but it doesn't mean trafficking the drugs which would have to go to major cities like NY,Chicago,LA,Laredo,Vegas,etc..
Obviously border towns in southwest have issues with drugs being transported over but as far as distribution its all the major markets in the US that fuel this desire...its hits all ethnic races and all walks of life from well to do to the lower class poor...everyone is effected!!

There are many different types of drugs and many types of drug problems - also, per capita or total? Example - California has a huge drug problem - comparitively, Maine has a very small problem and yet per capita (based on population count) Maine has a HUGE problem.

Well i lived in 3 of them Augusta, Ga...Atlanta, Ga. - pills and meth are everywhere..and of course my favorite..Detroit- Kiss didnt call it rock city for nothing...
