If you're in the Portland area it's not that long of a drive to run up to Tukwila Washington (South Seattle) and go to Ikea there. Also in Tukwila is a Scan furniture store (very similar to Ikea's stuff) and several other discounters. Even though it's 2 1/2 hours up there, I found it to have better selection and prices than most in Oregon - and Washington is great about not charging sales tax if you show your Oregon ID.
Closer to home, don't count Costco out as they frequently have nice things. I've also found I like what K-mart has been offering - better quality that Wal-mart and less expensive. You could also look at Cost-Plus World Market and Pier One. I know there's a Pier One in the Jantzen Beach shopping mall in Portland, and I think there are Cost-Plus stores in the area but I don't know exactly where they are. (These stores are also in Tukwila - you can see why I love to shop in the district there!)

Don't know if you have VALUE CITY furniture stores there, but they have great furniture at low prices. The quality is comparable to that of the high priced furniture stores but the prices are so much less. And NO, I do not work for them, I have purchased from them tho.
Also check out some of the furniture at your local second hand stores, sometimes you can get really great deals and save oodles of money.
Do be careful about buying upholstered pieces tho, as sometimes you can bring home critters in the stuffing.
Also go to estate sales and tag sales, yard sales or moving sales. Sometimes you can get unique pieces really cheap.
Buy what truly pleases you and expresses your own unique taste & style, then you'll be happy living with your selections. Also, whenever possible, try to get pieces that have a dual purpose, especially if you live in an apartment. Such as an ottoman that opens up to store things inside. Have fun furnishing your apartment.

You might try the local newspaper for ads to see what's on sale and, for moving sales...you can get some great stuff that way.
