Internet Security...Need Help!?

I'm on a Public computer, but when I try going to a website, like Myspace, Youtube.com, etc...has like a blicker. Those anybody know how to override this, by some commands...Thank You

Public computers are set up to avoid this types of sites for security reasons such as Viruses and the like.

You won't be given the administrative rights to access those functions on a public computer. Buy your own and visit any site you want.
