Tic Tac Toe is a way the bookmakers send messages to each other when the odds change what You meant is the tote but I do not know who Invented it

It's called tick-tack. Tic-tac-toe is a child's game. Tick-tack is not a system of betting, but a sort of "sign language"; a means for bookies to communicate with their runners over distance at the racecourse without shouting. They wear white gloves to make the gestures visible, and communicate odds, bet amounts etc.
They've just decided to stop using it after over 150 yrs.

It's called tic-tac (no toe) and is a system of visually signalling betting information across a racecourse. Not much used now except by McRerick (Sp?) when he gets excited.

Do you not mean the tote,tick tack was or is the method for the bookies to change the odds by signalling with their arms
