HOLD the power button for about ten seconds, and IT WILL TURN OFF. This is safer than PULLING the PLUG.
But, now you have to try to determine the problem. Sometimes Spyware or viruses prevent good shutdown. Update your anti-virus and run a full scan.
You should have an anti-spyware solution on your computer. I recommend that you go to http://www.download.com and get AD-AWARE and SpyBot Search & Destory. Install, run, update and scan your computer with both programs.
ALSO, you should run a full Disk test. Open MY COMPUTER, then Right Click on your C drive and pick PROPERTIES. Then click on TOOLS and click on CHECK NOW. Check both tests and OK. Yes, this will have to run after your computer restarts. This test might take an hour, but will fix things that may have broken by TURNING it off.
From START, use RUN and type MSCONFIG. Go to the startup section, and uncheck the unneeded programs. Keep your Anti-virus checked.

Press and hold the power switch for about 10 seconds will usually force a shut-off. However if nothing else works you can always unplug the power cord.

Do a hard shutdown by presing and holding the power button until it switches off. Just do it this once and see if that fixes the problem. If you keep on doing the hard shutdown, your computer may crash.

Sometimes the shut-down mechanism gets locked up. Unplug it, plug it back in, and turn it on. That should take care of it.

I had a similar problem a while ago, have you put any new hardware in your machine recently? when i had this it was being caused by a soundcard that was causing problems. Failing that make sure your anti-virus and spyware programs are up to date and do a full system scan.

Do you have a power strip that you plug your computer into? These have a switch, usually orange, that will turn it off immediately.
