Strong preference for also not damaging the wood underneath.

Underlayment is hard with approx 1/8" tar underneath. Sanding will not work. Scraping has been nearly impossible.

Check out the products in the paint department of a store like Home Depot or Lowes.

They would have paint strippers or a product that would work in just that case.

You would need to make sure there were no open flames & very good ventilation.

You should know that the paper may have asbestis in it.

In the past I have used water & tsp to soften it.
If the flooring has a pretty good finish on it & you mist the water on
it may not damage the floor much. Where the finish is more wore off the tar stuff may have seeped in to the wood & you will need to sand. If there are water marks in the wood there are bleaches that you can use to remove them before sanding.

This is really quite involved so you should try it out in a small area
first. Don't start in the middle.

Try Mr. Clean's Magic Eraser. When you use it, barely and I mean barely get it damp. Rub softly and its should come right off.
