Possibly because the border is also a major route for drug trafficking.. most if not all cocaine and heroin come in through that route. A choking off of drug smuggling will lead to higher pries for drugs, which will result in higher street crime. Not something any politician is looking forward to.
Additionally, there is a need for a certain percentage of illegal immigrants. Essentially for capitalism to succeed there needs to be an unemployment rate of 5% or greater. Currently in the US it is at 4.5%, with some areas hovering around 3%. The undocumented aliens are keeping the economy humming along.
But while both of my reasons are correct, my guess is that my first assertion is more closer to the mark because we all know that since 1988 the war on drugs has been a sham.
As to what happened, the politicians did what they always do, say they'll do something, wait until late August before really discussing things, but when October rolls around they either break before voting on controversial issues, or they pass a watered down "compromise" bill that ignores the issues the people were most passionate about.
Don't forget our 2 party system has developed a system where the elected officials no longer represent their constituents, they represent the special interests and corporate entities that donate to the nationl party commitees. The elected representatives are beholden to the whims of their party, not to the wishes of the voters.

Yes, Americans have spoken. The problems are multiple, however.
Bush is trying to create a North American Union. Do you recall his meetings with the Canadian Prime Minister & Mexican Prez Vincente Fox, earlier this summer? Skeptics believe this is what that meeting is all about. Of course, most Americans do not know anything about this. And Congress (for unknown reasons) is ignoring this as a threat. If a Union is formed between the 3 countries, our borders will become porous, and all 3 countries will be able to cross the borders freely. The US will no longer be a free, sovereign nation and our democracy will be a thing of the past. The American people have no idea this is going on. They refuse to become inolved in politics & all 3 branches of Govt know it. The Executive Branch (President & Adm staff), as well as the Legislative Branch (Congress) & the Judicial Branch (Supreme Court).
Congress (Senate & House), did pass a Bill to build a wall & appropriated billions of dollar$ for it. That Bill will go to the President where he can sign it (making it law) or veto it, making it null & void. He has already said he wants a comprehensive bill that will give amnesty to up to 20 million illegals (a workers program) who entered this country illegally. Whether he will sign the bill is up in the air. You cannot control illegal immigration if they continue to cross the border. The wall would help but now they say it will take years to build it. I'm sure you know, illegal immigration is not good for America IN ANY WAY.
The Bush Admin is ruining America. (both foreign & domestic) policies. The biggest problem is the House & Senate is run by Republicans who work in the interest of the President's policies. That is why this Congress has been labled "the do nothing Congress"). That's why these Congressional elections in Nov are so important. I encourage all Americans to vote, before it's too late. And I also hope they will vote absentee ballot so there is a paper trail (the new voting machines are flawed & easily manipulated) to an throw off the election. Please, pass it on.

Because the ultimate goal is a North American union, according to recently uncovered documents, which means essentially no borders between Mexico, the US and Canada, at which point you can basically kiss the US goodbye.

It was a stunt to divide American voters. Neither party wants to lose the 28 million Hispanic voters.
Have your read the Patriot Act? It goes into great detail about establishing strong security for the northern boarder yet it completely omits any mention of the southern.
Both parties have proven our security plays second fiddle to the allegence to their parties. Long live the GOP and DNC f u c k the American public. Makes me SICK that we allow them to use your lives as a political bargening chip to pander Hispanic votes.
