The wall is plaster over brick. Should I use plaster or filler? What is the best way to get a straight edge?

If you're referring to your primary electrical panel -

How about a nice wooden frame around it?
You could paint it to match the wall. Or, stain it a wood tone.
It'll cover the chips, it's easier, and has a nice "finished" look.

Turn off the electricity.

Make a little box out of cardboard that fits around the outside of the electrical box.

Then fill the space with plaster.

When the plaster is firm remove the cardboard. If you do it to soon the plaster will come out, if you let it get too dry the cardboard will stick to the plaster & not come out as cleanly.

Sand it if it isn't as smoth as you like, prime, paint & put the cover back on.

Turn the electricity back on.

Floyd B has it right. There are some pretty small cans of ready mixed Spackle out there too! Also thin plastic sheeting will make a nice box too. It's hard to work with, but the covers from old CD boxes would work as well as audio tape boxes.

If the gaps aren't too large you can buy a larger switch plate to cover it for less than a dollar.
