im not sure if it has to do with the element it contains or from ground state to excited state of an atom.

Neon is the chemical element in the periodic table that has the symbol Ne and atomic number 10. A colorless, nearly inert noble gas, neon gives a distinct reddish glow when used in vacuum discharge tubes and neon lamps and is found in air in trace amounts.

Electricity flowing though tubes filled with the different gases ionize the gas which starts glowing in different colors depending on the gas composition. The name NEON Sign originated in early 1910th when signs were red and gas used to fill tube was neon.

Sorry, but it is electricity. The glass tubes are filled with a neon gas. The colors depend on which gas is in there. There are different ones. They are the noble gases on the periodical table. One makes green, one makes red, one makes white, one makes yellow and so on. Then, once the gas is in there, then they run electricity through the tube and it glows. The noble gases glow when electricity is run through them.
