Not so much surrounded, but yes, they do interact with us and our government more than we generally acknowledge.

They live on the planet opposite the sun which we can never see. They pop over here occasionally to get some sperm and embryos (cause they continually lose them for some reason). They don't stick around because we have a smell that they don't like. Otherwise, they would have invaded us long ago.

If you consider the obviousness of there being terestrial life other than just here which has been being recorded for thousands of years...then us being this tiny little orb surrounded by the space out there that they are in, then yes, you could summize that we are surrounded.
