Well, a lot will depend on your weather. If it's cool and clear like it is here, I'd say a pair of nice, well-fitting jeans, a cute top, and some comfy boots. As to the cute top, I'd say a t-shirt in a colour that flatters your skin tones, or, a camisole top with a shrug or a lacy cardigan over it. I say boots, because I like the look of boots with jeans, but, your mileage may vary.
If your hair's long, I'd say leave it loose, maybe a ponytail or something if it's really long to keep it out of your way. Light makeup, a dab of mascara and lipstick, a splash of perfume, and you're on your way!

Happy Birthday! Wear something you'll be comfortable in - the last thing you want to do all day is tug and worry about exposing things you don't want everyone to see! Go for some cute skinny jeans w/ a tank and layer a jacket on top.

I always dressed it up a bit on my birthday. It only comes once a year, so why not look your best :-)
Outdoors almost requires jeans or Capri's. If you are going to be inside, then go with a cute skirt. Then find your favorite top to go with it, and some cute jewelry. Do your hair and makeup as usual, don't try anything new that may backfire on you.

I think that jeans and a sweater might be cute since you'll be running around. What about a loosier skirt (not a mini) and a cute top? Chinos and a polo.

Well I think what ever you decide, it will be OK (as long as it is modest). I don't think you need to worry about it. Just wear what ever you want(and don't go TOO fancy)
