There are two choices - neither being very pleasant.

One is that you buy sufficient quantities of the weed killer plus fertilizer that matches your weed problem. If it is crabgrass then you need to put down pre-emergence crabgrass killer with fertilizer in the spring time. If it is broadleaved weeds there is a fertilizer plus weedkiller for that. You need to apply insecticides for the grubs and any other insect woes that turn up. You need to fertilize in the spring summer and fall. You will need a fertilizer spreader to do the application. You may need a spot weed killer wand if there are some persistent woody weeds. You will need to water it often particularly during the heat of the summer. That is obviously a lot of money going to lawn care. It is why golf courses have great grass.

The second alternative is to put down ten dollar bills like floor covering all over the lawn area. if you put them down close with some overlap it will look green like grass. This is the cheaper alternative.

You should hella tear it up and water it. let the rest of the weeds grow and then use weed killer. Wait couple of months then put in new grass.

You should move out of the suburbs so you don't have to care about your lawn.
