I've tried running it offline and it just says "Cannot Connect To Steam". Ideas?

condition zero is the way for u
you can play cs in a lan style by just making a game and others can join by looking in the lan section under find servers

You can't, the game has no offline component, its online only. The only version to have an offline side is Condition Zero.

you can't play offline if you have steam. but try....enter the game and before connecting to a server...try pressing the "new game" button....if that button exists. if it does than you'll be able to play offline how much you want

turn your internet off.
To do thgis either
1. don't pay your bill
2. lets the kids use your computer for awhile the internet will surely crash then
3. pull cord out from the back
