The Federal Government created it when they created Civil Service. To fire a civil servant after receiving career status, they start out as career conditional, is almost impossible. The Federal Government rewards mediocrity, if the top jobs were based on achievement and hard work like in the private sector, we would not have the incompetent and flawed bureaucratic mediocrity we find in all sectors of Government, local, state and federal.
