If you don't have automatic tracking on your vcr,manually fix the tracking if you have such a device on your vcr unit.
Clean your heads on your vcr. If all checks out ,then it could be that you don't have your channel on your vcr and your tv on channel 3. Try that ,that is a common problem. Make sure your tv and vcr are set for the same channel when watching a tape,when connected toegether.

I assumed that this is a DVD machine. Your movie dvd may need face lift. Try cleaning it and if it doesn't help then try the resurface kit you can buy this kit from local store like Best Buy or Walmart. If you are playing a copy DVD (DVD-R or DVD +R) then you should try some other blank DVD brand depend of the burner.

Try using a head cleaner. If thisd does not work the problem is with the tape itself which is wearing out.
