That would have to be the United States.......if you took the top 5 nations combined, they do not spend what this country does in military hardware. Let me add, no other nation has as many military bases in other countries. Both actions are signs of hostility and aggression.

The United States of America wins - hands down! We are by far the most "evil empire" on Earth, especially since the arrival of a cowboy mentality in the White House which is governed by two obtuse objectives: satisfy the Bush family's vendetta against Saddam Hussein, and satisfy Dick Cheney's covetous greed for Iraq OIL.
Someone give George Bush a b.j. so we can impeach him!
This administration has dangled Bush in public like a puppet on a mess of entangled strings. Ruled by nameless, faceless sub-humans who want nothing more than to acquire all the Earth's OIL for their own profit, and enhance the profitability of the massive U.S. military-industrial complex, the impotent Bush administration is about to go down in flames - probably by mid-2007. -RKO-

Right now, I would go with the radical Islamic nations. While the US may be behaving badly, we are not exactly beheading the prisoners. We are with reluctance still behaving civilly. The Islamic extremist on the other hand are killing all those who get in the way. As such, I would point to the Islamic extremist and the nations who support them.

USA by any count. it has attacked more countries since 1945 than any other and used its security services (esp CIA) to undermine and overthrow many others.
BTW, Islam is not a country, and to suggest that a few terrorists beheading people is anywhere near akin to the millions of tonnes of bombs dropped by the USA since those two atom bombs on civilian targets (300,000 civilians deaths on US hands) finished WW2 is wilful ignorance.

If you measure aggressiveness by the amount of arms we have then America.
But if you give Iran,Korea,Africa,or any other of the troubled nations the amount of weapons we have,what do you think the answer would be?
