How do you get relocation displacement assistance?

I live in Anaheim and I need to get assistance for displacement of our home, lots of us will be homeless but the City isnt helping, the Atty.JW said we had to sue them to get it. Ca Code gov. 7260-7277

I would go to the top, ie federal govt. Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970
