The Taskbar is not locked, so click it, and hold the left mouse button over it, them move the mouse to the right of the screen and then the bottom. I then suggest you right click and go to properties and lock the taskbar

to end it occurring again perfect-click on an empty section on the personal computer, click on 'homes' then on the 'settings' tab followed through the 'stepped ahead' button. On right here there's a tab concerning to images, mine says 'Intel(R) severe images' click on the tab then on the 'images homes' button, opt for the 'rotation' tab and get rid of the tick from the 'enable Rotation' - make certain you click 'note'. wish this enables

if you're using a geforce class video card. you might or someone might have used the rotate tool from:
display properties - settings - advance - geforce tab - nvrotate
