When the British had established their rule in India, each major city (Madras, Calcutta, and Bombay) where the East India company had set up an office also had a military cantonment--and military officers and soldiers, --ostensibly to protect their own interests.[Incidentally, the capital of India was Calcutta, and shifted to Delhi only in 1920s.]
In addition, to help the British Governors in running the administration, they set up the Indian Civil Services (ICS), which consisted of capable British civilian bureaocrats that passed an entrance examination in England and were then posted in India.
After the British left, around 1948 -- post Independence, the civil service was renamed "IAS", for Indian Administrative Services.

the british people introduced the system here formally, before it was there in our country bt was nt so effective....
