in the local town people often say there are prostitutes on the town hall steps at night but there are never any there.
does that mean they are good at their job??

don't know if they are good at their job but they must be good at hiding from the local police if noone sees them

I would go there at 2am and wait to see if any turn up.
As for if they are good - you could hire one as that is they only way to find out. Although be careful to make sure she is a prostitute and not just a random person hanging around!
Perhaps they might not often be there because they are lazy.
