I know three children that their Mom have their tubes cut, tied and burned and then grew back together. All three mother had it done at a young age as in 25 or younger before a woman's sexual prime. Maybe that had something to do with it.I know women that had it done later in life that had no problems.
You can fix the whole problem by having your husband fixed.

I think the percentage is much more than that. I have heard women getting pregnant in spite of an inserted tube.

Two of my friends became pregnant after the simple tying procedure. After the burning of the ends, there were no additional surprises.
