well obviously your flushing mechanism is working if water is coming into the bowl,open the top back part of your toilet and see if the chain is connected from the handle mechanism to the ball and hoist.
I have used paper clips,twist ties,all kinds of things in a pinch before making a trip to the hardware store to fix a toilet that won't flush.
If you water is not emptying out of the bowl when pressing down on the handle,your chain is not connected to the handle.
Don't be squeamish about the water,that water is clean water. Reach down grab the chain and reconnect it to the handle clip.
You should be in business after a little investigating under the lid
If all is working under the lid,(flushing mechanism),and your water is not emptying out,then there is a clog somewhere down in your drainage system ,possibly tree roots clogging things up.
Use a plunger a few times to see if water is emptying out ,and if not buy some "red devil" and let it sit in your bowl about an hour or so and then flush. You can buy this in a hardware store,but be careful it is very potent stuff and poisonous.
If that does not do the trick ,and your other water lines are backing up in your drainage system also,looks like you might have some tree roots in your drainage system. .

Besides being clogged it sounds like the adjustment is off. It should not be letting water in. Take the lid off and check the level of water in the back of the tank. Pull up on the ball and see if you can get the water to stop flowing. If you have a septic system you may have a full septic tank, or roots have grown through some of the drain lines. There are also feeder lines off a septic tank that drain some of the liquid off the tank, these become clogged at times too.

Here is a little trick: Fill a mop bucket with water. Raise the seat of your toilet and pour the entire bucket of water directly in the drain hole of the toilet. It should clear the pipe for you.

It has a clog. If not in the toilet bowl itself,then in the sewer pipe behind it. Or in the breather stack above it.

sure, theres a clog, its just enough of a clog so the water drains slowly rather than quickly like you're used to.
Use a toilet plunger, and blow it out, good luck

there is a clog. try to unclog with a plunger.
also you can try using a bucket of water to pour from a height, with force to push the clog free.

Get a plumber in to check the outside run, sounds as though you have a blockage, just lift the manhole outside and it may give you an indication

a plumbers helper is what you need.you have a clogi n the trap of your toliet.the tool will cost about 25 bucks and the wire end goes down and over the trap and then you rotate the handle.
