how can we calculate the amount of energy a generator can generate?

The heat of the natural decay of radioactive waste is enough to warm a whole neighborhood.

The problem is that we cannot trust each other not to break the seal and spread SILENT DEATH ON EARTH.

No technology exists that could make use of the low radiation. To work the radioactive material must porduce enough heat, if there is not enough heat energy than the reactor does not produce electricity.
