If "I'm Sorry" has no meaning for you anymore, then you'll never be able to accept an apology. Perhaps this person can earn back the trust slowly or through actions over a period of time. But it sounds like it's already too late!

I don't like hearing 'I'm sorry' because it's only too easy to think it's going to fix everything because it won't! You don't accept an apology, you manage to forgive people some day that's it.

I think if the person did something serious enough they need to both apologize and do what they can to make it up to you. The words "I'm sorry" aren't enough, although I think it's absolutely essential that they be said.
