Oh i also didn't know that at first. When you click on your account grey box, there are 2 options. The free one is create your avatar. After that, change all the settings until you are satisfied. Save the profile.
Later on, you will see your saved picture. Then you click use this profile. Yup...

Click on "My Q&A" and then under your avatar picture click "Edit My Info" and after that click on "Edit My Yahoo! Avatar"
Then you should be able to edit it :)
If you want to pick your own picture, you must get a Yahoo! 360 account.
