Zero g can be obtained (for a short time) without going into orbit.

The "Vomit Comet" is the plane used for zero g training of the flight crews. It gets zero gs by climbing to altitude the diving (free fall). The cycle is repeated over and over.

For a sustained non-powered orbit the minimum distance would be 124 miles above the surface.

Let us rename it weightlessness because 0 G can not be achieved anywhere in the universe. The weightlessness can be achieved anywhere. Just get on to the plane and dive. The free fall is weightlessness. It could be achieved jumping from a tall tree etc. In the space they achieve it by orbiting the earth. This orbit varies in height. Due to the atmosphere usually the orbits are kept about 100 miles or so. But weightlessness can be achieved even in one foot by jumping up and down.

0 g. is the place in which a person experiences no gravity. This is theoretically impossible (because since gravity is inversely propotional to the square of the distance). So there will always be some gravitational pull. however for all practical purposes 0 g is obtained at an altitude of 125 km above the earth's surface.
