Is there any unlimited plans for VOIP "voice over internet phone" to her cell phone? I need only a constant monthly payment.

Please help me cause I'm paying a lot on the cards that charge me per minute

I only can use internet, she can't use internet, She only has her cell phone ready to answer unlimited calls. please answer if you know a way to call her on a constant monthly payment for unlimited time

You can get Skype from zdnet.com, but she also needs access to the internet (pc) it is free and once the both of you have downloaded the program onto your pc, you have to get headsets.

I doubt you can do it to her cell phone. I would reccomend that you both sign up for SKYPE at: http://www.skype.com
..you can then talk to each other for free from your computer to her computer (assuming she has one connected to the internet).
You can use a headset and microphone or even get a Skype compatible VOIP phone (Walmart even sells them for around $25.00) or you can get one here for about $15.00:

Not that I know of, however, if she's in the military, they may be able to help you obtain some form of discount.
