They just need that extra motivation to solve the crime. Going vigilante is like saying "Screw you, I don't need your approval. I can solve this case all by myself (with the occasional help of a buddy cop or love interest)."
Other films I would recommend include Dirty Harry, Beverly Hills Cop, Robocop and Jackie Chan’s Crime Story and Police Story trilogy.
Sometimes, to catch the bad guys, you don’t need the entire police force. One pissed-off, laid-off cop is enough. :)

They are the closest we can come to a real live Superman!
We all like to feel that we are wiser and trickier than our superiors so we can relate to the "Good Guy" doing something mildy naughty and of course saving the day!

Plus most films are formula driven if you stop to think about it. Not just cops and bad guys. There is the cop buddy movie, the love triangle, the born loser etc.

It becomes a personal thing once suspended.....its almost like the baddies are at fault for the cop doing something wrong as well....my theory is the cop takes on the crime as if it happened to someone they know, and so have a personal vendetta against the bad guy.

Hi!
The reason for this is to make movie more dramatic. Hero who is too much of a "saint" is not so interesting, people more easely indentify with troubled heroes who are not so perfect (there are some exceptions - Rusel Crowe is great as James Bradock exactly because he plays a really nice guy, and plays it good). And it's more fun to watch a cop doing things "not by the book". :o)

thats because they need to be renegades, out from under the thumb of the chief- so they can proceed to murder en masse criminal gangs warlords and drug barons without bringing the good name of the police department into disrepute!! ps i love the dialougue, stuff like this "you're off the case Murtagh!!" you're off your case if you think ill let the columbians get away with this,!!! CHIEF!!!
