You have to get to the BIOS setup to change the way your PC boots.. Some systems you have to press Esc, or F1 or F2.
Depending on the MFG, Refer to this list as to what key/s to press to enter.

Actually, the situation described in the question CAN happen. My computer is an example of that. Of the three IDE ports on my motherboard, only the primary is detected before various drivers kick in. That means setting to boot from an optical drive when said drive is in the second or third IDE port doesn't work.
Check to see if your CD drive is connected to your primary IDE port. If it isn't, move it so that it is. If this conflicts with something else, such as a hard drive, set the CD drives jumper to slave and connect it to the same IDE lead as your hard drive.
If you're formatting, you can always switch the drive back to another port once everything is reinstalled.

if window xp --open b.i.o.s (built in operating system) reboot computer hit keys Del or f1 or f2 or f3 depends on your computer... look for boot sequence.. 1st cd 2nd 3rd harddrive whatever u want..once you got set the way u want it... reboot computer.. hit space bar for cdrom boot before windows load.. only got a certain amount of time window to do it...
basically.. if 1st boot is set to cdrom already.. reboot computer hit space bar.. this it will boot up cdrom.. if it a possible disk to be booted up :) carefull not to mess with setting .. can really jack your computer up if your a novice..

Please you can't boot from diskette while your reboot is on CDROM. You have to set your booting on Diskette before you boot from it.
Reboot your PC while pressing DELETE on your keyboard to enter Setup, then set your first boot to Floppy.

is it extrernal cd drive
look on the mounting options in BIOS !
cmon cdrom means of coz it will boot if it is internal !!
then see if u hav set cdrom for 1st option and not elsewhere
floppy i think will be primary even if u set cd rom for first ,,
i think , i am not sure ..

thats therotically not possible.u sure its set on cd rom.
restart ur pc.press delete key in the startin.it will lead to somewhrere.there u hav many options.there is an option of disc boot or somethin like that.go and change 1st boot to cd-rom.thats the way i do it.

This condition can happen if the CD rom is configured as slave and is the only device connected to an IDE channel.

then it's not set to boot from cd :) you need to change that in your bios, to get to bios usually you hit 'Del' key or 'ESC' key just after you turn on the computer
