It's not true. Emails like that are never true, they are just trying to take your money, or install spyware on your computer, or get personal information from you to steal your identity. Never answer emails about lotteries, cash windfalls, requests to help transfer money from foreign accounts, unclaimed funds, or anything concerning money that you get unsolicited in your email! They are all scams!

Unless you entered a lottery, you have not won and this is a scam. Do not answer any such communications. If you won anything, it will be sent to you and you will not have to provide personal information that could be used in identity theft.

Most or nearly all of these emails are fakes and you shall end up finally paying some money to them rather than they paying you. Take my word of advise and press the "delete" button on that email.
