there's no magical gel. laser hair removal is the way to go. other than that, waxing. The more you wax the more unlikely the hair will grow back, but this can take like a million times. I've tweezed my eyebrows for several years and some hairs stil grow back, while some are gone for good because i've damaged the hair cuticle so badly.

Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
