A Responsible person is responsible for his own actions and their consequences on the society. So he/she would do the right things.
However, any person should accept responsibility for all his/her actions. The actions may be right or wrong.

A person is defined by their actions, responsibility is the free choice of the individual owing responsibility only to whoever is believed to be owed.

As a thinking, (hopefully) reasonable human being you are expected in a social environment to used good judgment, but you can do something that sets things in motion and then run away from taking responsibility making you irresponsible.

we should all take responsibility for what we say or do. however this doesn't mean that we all say or do things in a responsible way.
Anyone who drives bad risks an accident and is liable (responsible) if it happens. but this doesn't mean that we all drive responsibly.
