a person takes me to court for small issues just to get money out from me. is there a specific legal term that I can apply to this form of harrassment.

Yes. It is called malicious prosecution.

It refers to baseless and malicious litigation or prosecution, and it is a tort action. That means you can sue for damages, but your situation must meet certain criteria in order for you to proceed.

NOPE .. anybody can sue anybody for anything. In many counties the small claims court system limits the number of cases an individual can bring in a year. If you feel you are being harassed then COUNTER SUE the person suing you. If the person suing you has a valid case that they can prove to a judge then even though you don't like it they are perfectly within their rights to sue you. One way to avoid being constantly sued by the same person is to MOVE to another town where they can't find you. They can't sue you if the don't know where you are!
