1. Japanese Geisha uses white power called "Neri-oshiroi" to make her face white.
2. Kabuki actors also use other type of Oshiroi to make their face really white, but it is a kind of Grease paint for theatre arts.

the easiest way to pull off that look is to first use white theater makeup (think the kit you get for halloween, for a vampire, that comes with white base, and other stuff) then use white powder, you would have to get this at a specialty store, or check out the kids toy section to look at the play makeup its really cheap and it tends to work the same, but in stranger colors

its a powder clay available in japanese traditional store...
some are expensive some are not.
but really great in any types of skin...
its made of powder tarch and milk

first they use a wax substence called bintsuke-abura, and then they take rice powder ((the white powdery stuff to make their face white)) and mix it in with small amounts of water untill it is pasty, and then it is applied with a bamboo brush
