i own a 1981 rabbit 1.6l diesel engine and the timing belt fell apart while i was driving the car and the car has skipped timing and will not run i understand there is a special proceedure / any help would be great!!!

If you are referring to the timing procedure for replacing the timing belt, that really doesn't differ from any other timing belt replacement with the exception of what is different from a Honda or Toyota.
To set the pump timing (Diesel injection timing) there is a tool called a timing pin used to set the pump at #1 and hold it there while the engine is rotated to #1. But that is a different procedure, and should be followed very closely to avoid damage to the engine.
You would be much better served if you purchased the manual from the local parts house or book store. If they are unavailable try the library's reference section.

before wasting time or money, either buy or ren a hose adapter with a pressure guage and source shutoff and perform a makeshift leakdown test to see if the valves are damaged. the timing belts on anything are not that easy unless you have a book with lots of pictures. for instance i think it was a mazda 1600 had no timing marks(chain drive and never push start them). and my moms mitsubishi only had marks on the gears and they were not supposed to line up, but instead line up with a case mark that looked like a little scratch filled with dirt and grease. its easy if you get the instructions, or just wing it and make an adventure.

PS shoulda heard the parts dept laugh when my broinlaw told them his dog ran off with the belt tensioner bolt. it was over a $100 bucks, so we dug through some junk cans and came up with a few metrics and made a shim to fit, cost=18 bud lights.

this is not exactly something that can be easily explained without pics
you need to have the valve cover off and use a tool to align and hold the camshaft as the crank is rotated to the needed point
get a haynes or chilton manual for the pics and proceedure for about $12 it will be well worth it to you
you will also have to set fuel pump timing
