A party in the basement or backyard (weather permitting). Lots of great music, maybe some xtra large pizzas, chips and pop.
Let them party till 11 or 12, then it's time to go home.
Get someone they would be interested in dj-ing. They have to have a budding dj within their group of friends. Find a couple funky lights, and provide seating. Then disappear.
Check on them periodical, but for the most part be invisible (doing that WHILE checking them out is most impressive!)
Have fun!

I lived by going outside with my best friend. Ordering a mango cake and sitting by a bridge to eat it all alone together. We even took a picture of the cake of 'before' and 'after'. Ate it right out of the box with forks. Then went to Tim Horton's' and bought 2 large Iced Cappuccinos - note: never could finish that big thing! Visited a few stores and fooled around with toys at dollar store... oh did I mention I'm a girl and this was for my 16th birthday 6 months ago :) Other then that, no one at home remembered my birthday.

Stay safe. - Maryam
