I use cold reads when working on reading fluency. The cold read is a one minute timing of the student's reading before instruction, modeling and practice of the reading passage. I chart the cold reading, and the final reading later in the week on a graph to show growth. When the cold reading is hitting in the 125 -150 words per minute range WITH good comprehension, I switch to silent reading. Read Naturally is a good and fairly inexpensive program to build fluency. It has graded passages with readings on CDs. They are interesting too, like how Walt Disney's dad would beat him if he drew pictures or played with toys. The kids seem to like them. Hope this helps.
