I have noticed that people use that term a lot for people born late or early in a sign. As a person who has studied astrology let me explain it to you novices. When a person is born on the cusp it DOES NOT mean that they will have traits of both signs. A person born in the last degrees of the sign will Progress into the next sign at a very early age and will pick up the traits. A person born early in the sign DOES NOT have the traits of the previous sign unless they have the Ascendant and planets in the sign (and these should be personal planets). You cannot go backwards in the horoscope.
It is so annoying to hear people give inadequate...no, let me rephrase that, WRONG, astrological advice.

I do not charge for my advice, but I am darn good. I have studied and read books by just about every astrologer there is.
The rule is that you advance a day for a year. That is what Progressions is based on. You should read a book on Progressions.
If what you are saying is true, a Libra would act like a Cancer. Most importantly, where does this "culminalation" of previous signs begin? Does the cycle begin at the beginning of the natural horoscope wheel with Aries? Linda Goodman is not referenced by serious astrologers. I suggest you read Robert Hand and even Jung for archetypes.

Garret B. I have read it all and delinations are not indicators of whether a person takes on characterics of the previous sign. If people are a combination of all the signs then what is the purpose of a horoscope or astrology? We should just say all the signs apply to each person.
It is improper for people to argue that people born one degree in the sign are taking on the previous sign without a thorough reading of their chart. I've seen people who have no indicators of the previous sign in their chart argue that they are like the previous sign because they read that cusp crap.
I repeat Progressions is the most important indicator of a person born late in a sign.
Even if you addes up all the elements and planets in the chart to get an overview, it doesn't mean that the previous sign is emphasized.
And to answer your question, I have studied in Houston.

From more than two decades of practical experience I agree with you that a person born on a cusp DOES NOT have the traits of both signs, but solely of the occupied sign in question.
In all friendliness, however, on another point you are mistaken: one CAN go backwards in the horoscope! Or have you never heard of converse directions / progressions?!

There is no being born on the "cusp" -- your birthchart is a picture of the sky at the exact moment you were born: an astronomic fact. The sun is either 29%59' in one sign or has moved to 0% in the next -- you can easily check this if you know the exact time of birth. Like a light-switch, it is either on or off ...ie the sun is either in one sign or the other If you have strong traits of both, then possibly you have that as an ascendant or it is strong in another way in your chart. The sun is an indicator of your inner self; other planets represent other things and there are so many things to consider in a chart - but "born on the cusp" is not one of them! Hope that helps :)

you ever had anyone tell you that if you were born the first or last few days when the sun is changing sign that you were born "On the cusp"? Most people with even a little knowledge of astrology have heard this at one time or another, and it has even been put into print in several Sun Sign books. Yet, the entire idea was only created to simplify why people of a certain Sun Sign display some of the characteristics of the next sign. It is one of the myths created to raise interest in the subject of astrology and to bring it in an understandable light to those with no previous knowledge of it. Unfortunately, it caught on, and now it is a mess! This is simply an example of good intentions gone awry
The most critical factor in explaining why you hold the characteristics for more than one sign is that you have all twelve signs in your astrological make-up. The Sun's position is indeed important for finding your ego state and sense of self, but it is only one part of a much larger, personalized picture. You may very well have quite a few planets in the signs before or after the sign the sun is in.
One of the common reasons that explains why you would especially have strong characteristics corresponding to the symbols from the sign just ahead of your Sun, or just behind, is Mercury. Mercury is the planet that symbolizes your thought process and your communications. Mercury, due to its location, spends all of its time near The Sun. They spend the majority of their time in the same sign, but when the Sun is moving from one sign to the next, Mercury will be a little ahead or behind, depending on what side of The Sun it is on. This can happen for a few days or several weeks, also depending on where Mercury is compared to the Sun. So, if you are born with the Sun at the beginning of say, Gemini, and Mercury is still in Taurus, your ego will reflect the symbol of Gemini, but your way of processing information and your thought process (very noticeable and important things!) will be symbolized by Taurus. You would notice both sign descriptions in your daily life.
Another factor in this is what is called progressions. After you are born, though you keep your astrological make-up that you were born with, you chart progresses to show what you have learned, accomplished and evolved to in your life. The Sun progresses at about one degree per year, meaning if you were born when the Sun is at the very end of a sign, by the time you were three or so, you would have a progressed chart with The Sun in the next sign. This sign would be holding steady as a part of your sense of self into your 30s. You would feel this to be an extension of your personality.
Of Course, I believe none of the above to be true. I don't go by astrology or planet alignments. I will take my chances with the one who created it all.

I studied Astrology at Metaphysical Town Hall in San Francisco. Where did you study it? I've done horoscopes for many people. My books say that you are wrong about several things here. Where did you get such radical ideas? There are decanates in each sign. Do you know about that? "It is so annoying to hear" you "give WRONG astrological advice", according to my books. The Ascendant only determines one's appearance and illnesses he may have, so you are misleading us about it. A total horoscope has the effects of the positions of all of the planets in the heavens and in the 12 Houses and their aspects to each other and the Houses. Some planets are exalted in certain positions, while others may be in their detriments. Ascendant, Mid-Heaven and Descenant also have effects. Some indications are contradictory, so the good astrologer must determine which influence is strongest, or if they balance. How much of what I've said is familiar to you? Which books do you use to do a horoscope? With all due respect, it sounds as if you should take some classes where I did.

I know enough to know anything posted on yahoo answers one would take with a "grain of salt" HELLO!!!!
What makes you think you are the all-knowing ? I feel I have a genuine right as a hardline scorpio to declare any questioners or answerers that dither about the characteristic make-up of the sign they were born under as "CUSP DWELLERS" IE: having one foot in both camps!
