It piles up in the post offices like a clogged drain pipe.

We had such a problem with the mail back then and we live 2 hours away from New Orleans. We didn't get certain mail for months and the mail that was addressed to New Orleans was sent to post office boxes for several months.....a nightmare!

It sits in a centrally located post office.

And sits.
And sits.
And sits.
And sits.

Then a confused, new mail lady who has no clue where your house is places the 3 or 4 months of mail in your neighbor's house for about a month, despite repeated calls to the post office that you need your paychecks and bills, even if cable and telephone aren't on yet.

This mail lady is fired, and a desperate search for a new one begins.

The new mail lady finally gets it right, although a lot of your mail is still ending up at your neighbor's house.

Yeah, I went through it.

Outstanding question!
Since it is against the law to tamper with anothers mail, I can only assume it has been placed in special boxes until people can be found, then forwarded to them.
