If you have any discolorations or zits or shadows or bags under your eyes then that would be an example for using a cover-up. But put foundation on first, then dab the cover-up on those areas. You use the curler first, then put mascara on. Use wiggly back and forth actions when putting on mascara. You can also put it on like everybody else does, but using the wiggly action will cover more lashes.
Ease the curler over your lashes and gently squeeze, hold for a second, then let go. You do that before putting mascara on. Don't use the curler on your lower lashes.
To make your eyes look larger try using a pencil liner, not a liquid, and very lightly draw a line right on your upper eyelid as close as you can get to your lashes. I don't know if you have fair or olive colred skin or not, because eyeshadow color should be not to bring out your eyes, but also be compatible with the color and tone of your skin.
The order of things should be moisturizer with sunscreen, then foundation(if you need it), then eyeliner, eyeshadow, mascara, blush, then lip color.
As for making you face look less long that would depend on a hairstyle that would detract from the length of your face. Bringing attention to a more attractive part of your face. You really need to see a hairstylist for that.
Definitely don't overdo it.

The Almay color coordinating make-up line should work for you.
They have specific colors and shades that accentuate your eye color and also to elogate your eyes (if that was a concern)... try putting eye liners on just a little bit past the edge of your eye lid on top. It'll give the illusion of longer lashes and longer eyes.
Use an eyelash curler all the instructions are on the back, sometimes it seems hard but just hold the curler outward with your best hand, always make sure the curlers are turned the right way (up).
Mascara only takes a few moments to apply, try to apply one coating and then apply another a few moments later to make the coating deeper and darker.
Eyeshadow depends on the color scheme that you are going with sometimes you may only have to put on some irredescent colors to brighten the area directly under your eyebrow (that makes your eyes look brighter).
No make up makes your face look shorter. Try different hairstyles and sunglasses that are square (big, box shaped ones) that will diminish the look of the elongated face.

Buy covergirl liquid/powder makeup. That is a foundation that is 2 things in one. Apply that first. Then apply a light pink shadow all the way from the beginning of your eye lids to your eyebrows. Then choose a darker pink or a purple and apply that on the brow bone...(above your lid ). If you want to, and I recommend it, line your lower lid with a grey eye pencil and you can carefully line the bottom of the eye lids. Then use a good mascara that will extent your lashes, it will "open" your eyes. Do 2 coats of that. Use JUST a tad on the lower lashes. You do not need to use a curler , if you buy a good mascara. Add a touch of a light pink blush, applying it to the cheek bones. If you eyebrows are not defined, use an eyebrow pencil that matches your hair color and carefully and lightly fill in the brows. Do not underestimate the power of your eyebrows completing the look of your eyes. For your lips, do not just use lipstick...it wears off fast. Use a lip liner and fill in all of your lips... THEN add the lip stick. Carry a small finishing powder and your lipstick, to touch up during the day when needed. PS.. if you want a more "natural " look... you can choose a light tan and a darker brown for the eye color...but I think the pink and darker pink or purple is nice.

Use a white eyeliner for the bottom part of the lid. 2 extend the top lid out from the corners just enough so it doesn't look to fake. for the color of liner I would use black,or plum black with warm tones to contrast your cool eyes they should stand out more. for the eye lash curler put on the mascara first. let it dry about 1 minute. then heat up the curler with your blow dryer for about 15 sec. stretch out the eyelash. connect and squeeze hold on for at least 10-15 sec. But you must not blink or you could rip out your eyelashes. for the eye shadow use a light color over the base then use a darker shade something noticeable go from the center of the eye as your beginning mark.both up and down. slide across extending it out slightly passed your eyelid then down into an angle finishing at the outer corner of the eye lid it should look like a 7 blend with your finger and your set to go.

EYES:
-brown/dark grey eyeliner
-make the ends "fly" a little
-lightly trace the bottow line, too
-you have to experiment with eyeshadow
-use a darker shade near the outer corner of your eyes and "draw them out" a little bit (but not too much)
FACE:
-use blush/brown on the center back of your cheeks
-too high will make your cheekbones stand out, thus creating a longer face
-highlight with silver powder right under your eyesbrows

Well! I guess i clicked on the right question cause i love makeup and do it on my spare time. Weddings & stuff. If you have small eyes, your best bet is to concentrate on your lashes as much as possible. Get a nice eyelash curler: http://www.sephora.com/browse/product.jhtml?id=P52301&categoryId=B70 is a nice one. Out a bit of hair spray on your fingers before you use it and quickly swipe them on you lashes for hold. Look up and use the curler as close to the roots as possible. Hold for 20 seconds. then again go down your lash and do it in the middle. get a lengthening mascara (like Estee Lauder Lash XL in brown) Start from your roots and wiggle your way up. Di it about 6 times, then do the other, then back at the other eye. (twice on each eye. you need time for it to dry between coats or it ill clump). If you want to get all into makeup, it takes practice. I love LOVE liquis cat eye eyeliners but it takes work to know how to do it right. But id start out with a pencil (i like BENEFIT EYELINERS! they go on well) line your lid as close to you eyeball as you can!! Just practice with colors.I dont know what you look like so i dont know! But for foundation, (like i said, i dontknow what skin type or color you have) but they will match you wherever you go. I like Aveda tinter moisturizer in sweet tea. Also, MAC foundation is good for a nice glow.

Avoid getting eye-liner on the rim of your eye, but below. Apply more towards the ends of your eyes for a bigger appearence. For foundation, try something a little lighter and remember to use blush.

don't worry, im a make up artist. do you have a nortrums by you? if you do go to them they will teach you every thing. If you don't I sugest you go w/ bronze eye shadow.to put on masscara close your eye and aply in an upper motion.
