Yes you could because the ditch is part of an easement (which makes it city or other government property). However, blowing up a chlorine bomb isn't illegal....you do have to be careful of WHERE you blow it up (which makes it illegal).

Disregard worrying if it's illegal. Worry more about your mental state. Ask yourself why and if you really care about yourself or anything or anyone else. Destruction is never a good thing.
