What you need to understand is that they measure it in killobits. Your computer will show you the same number in kilobytes. To put it this way, there are 8 bits in a byte. So the number in bytes is 8 times smaller. Another thing is that you may never see 3500 k because of network congestion, filters on servers, and so forth. Most servers wont send you stuff that fast. Another thing to keep in mind is that your network is only as fast as the slowest part from user to server. So youll more than likely never see your top speed.

if your connection is 3.5megs it doesn't mean that everyone else has same speed connection, usually when you download something sites limit download speed, the only way to make it faster is to use a program called GetRight (the program is used to resume broken downloads) but the best part of that program is that you can download 1 file but with many connections :)
p.s. my cable modem is locked(by my provider) at 1000k but the most I get is 500k, still would depend from where I download, if I download from oversea servers with slow connection max I get is 5k, lol

Chris has a good point. The ISPs advertise speeds of "up to..." which means there's no promise you'll get the highest possible speed.
The first thing you should do though, is call your ISP and ask them to give you an explanation.

dsl or cable?
both are affected by network congestions, etc etc but dsl can also be affected by distance
also the speed they advertise, is not necessarily the speed you're going to get...my cable provider advertises its services with speeds of up to 15 Mbps...the most i've gotten is 14 Mbps

yes get firefox, the go to hackaday.com and look for firefox hack or speed up firefox ... follow the directions and you should have a faster intertet connection... call ur isp and demand your stuff
