"The fish" as in more than one? Uhhh hate to break it to you.... Betta especially the males don't get along with any other betta. The foam is most likely a bubble nest* built by a male betta. At best a male and female who are put together will mate, produce 100+ offspring then the male will try to drive off the female with often lethal results, after the fry hatch and start swimming the male will eat them.
*Note that a bubble nest doesn't mean a male betta is lonely, or wants a mate. Male betta are loners by nature.

i have had fish tank for 28 years and know a little on this subject more than likely you have a high or low ph balance and or high ammonia you should also have a bubble airiator to produce exta oxygen not just for the fish but it help keep the water clean and sprinkle a little carbon in the gravel if they are in bowls other wise larger tank should have filters wich come with carbon and betas absolutely can not be together they will kill one another

Male bettas build up egg nests to attract the female for mating. Since male bettas don't get along with other fish and are very territorial, they mate with the female betta, get rid of her after the eggs are laid and take care of the eggs themselves.

Betta's breed and the male puts the fertilized eggs in a bubble nest. he cares for the eggs until they hatch (and for a while afterwords). once the male has bread with the female it is important to remove her (he will kill her when he is done)
