Its like a gooey caramel looking substance in my reverse light bulb holders, what should I do?

ok well i changed the bulb but it don't work and i thought it was because of that stuff, could it be a fuse? and I have a 1995 Chevy Monte Carlo Z34

sounds like waterproof grease to me

Yes there is only one answer and that is that it is for anti corrosion and not water restance! So don't remove it, but try cleaning it from the contacts only so as to make a better connection and if that don't work try using an volt ohm meter to check for a bad fuse or a short in the ground!

anti corrosion grease. It is conductive for electricity and keeps the light bulbs and connections/contacts from rotting. don't worry about it. There is usually enough in there to not ever need replacing no matter how many bulbs you change

I was eating a candy bar while I installed the light at the factory.

It is dialectic grease to help keep out any moisture. Leave it in there!

waterproof grease and rust puff so they dont rust on you dont take it out ok leve it in there ok
