Tiny white bubbles on the top of the water are a sign of high ammonia. I would recommend taking a sample to your pet store and having them check. If so you need to drastically reduce your feeding and increase your water changes.
Dark foamy matter is made of dissolved organic material. It means that you are feeding too much, or that your plants may be dying. Either way, you need to increase the amount/frequency of your water changes as it will make your fish sick.

Foam could mean it's time to change the water. Bubbles mean your fish wants a partner, and would put the resulting eggs in the bubble sac until they hatch.

some fish will actually make the "bubbles" in order to have babies. Look real careful before you "clean your tank" like everyone is saying. You may have a little nursery there - if you do, go get a deal to isolate them in the tank before they get eaten

it quite is usually a "skim" on the exterior from dissolved organics in the water... the bubbles would be the two carbon dioxide, oxygen,or nitrogen bubbles caught in the process the gasoline replace on the exterior.excess of the 1st is undesirable, the final 2 are danger loose. the final thank you to look after it quite is to maintain water transformations up,set clear out returns to "roll" the exterior and break the skim, use aeration to agitate and pass the exterior. it is risk-free to declare the "skim" is a factor of the biking technique on the 2d.it would shrink and be much less major later because of the fact the bio-filtration catches up. it quite is often risk-free to apply somewhat typing paper (no ink) and draw the side around the exterior to capture the "skim" and get rid of it from the exterior.

Unless it's a male betta it's a sign that your water quality is very poor. (Male betta like to build bubblenest.) You should test for ammonia, and nitrates.
