I had my 1 year old covered with a blanket. They are old enough when they know to take the blanket off of their face. At first, I check on the baby a few times and eventually I feel safe because it wasn't ever over her face.

If you're asking because you're worried about the possibility of SIDS, than the answer is yes, it is okay. After the age of one it is perfectly fine to cover a child with a blanket. I wouldn't cover their face or anything, but you don't have to worry about them suffocating or SIDS like you do when they're an infant.
