The only manufacturer that uses an automatic fuel shut-off in the event of an accident is Ford Motor Company. Honda does not use it on any of their cars.
If your car was hit in the front,and now will not start, you need to do LOGICAL diagnostics.
Dose it crank over? If not, is the battery charged, and are all the safety devices (Neutral safety switch, clutch interrupt, etc) functioning?
If it cranks over, does it produce spark to the spark plugs? remove A plug wire, and insert a screwdriver into the end, hold it about 1/4" away from a bracket bolt or alternator brace, and have a friend crank it over; Is there spark evident? If yes, then check for fuel.
Open the fuel door and remove the fuel cap. Ask a friend to just turn the key to "RUN" position without trying to start it. Listen VERY close; do you hear a HUM from the fuel filler or from the bottom of the fuel tank for about 1-1/2 to 3 seconds after the key is turned on?
After eliminating the obvious, and the probability of its having thrown the timing belt is pretty small, it is now time to try to access the trouble codes from the computer. It will take either a code reader or a scanner. There are no other means by which we can gather them. If you don't have access to either, you will now be limited to towing your car to a repair facility, or to a local discount auto parts store. Many of them (AutoZone, Kragen etc) will retrieve the codes at no charge, in hopes that you will buy your parts from them for the repairs.
NOTE----------->
The codes generated relate to a failure or fault in a system or circuit monitored by the PCM. It does NOT necessarily mean that the specific component referenced is the fault. It is only a PART of the failed circuit. Follow the proper diagnostic and repair routines outlined in the repair manual or other data resource.
Good Luck

What do you want to shut off? If the battery has juice, the first thing you need to do is to track the connections going to the starter, best way is to back track them, there should be two of them. One thick one going directly to the battery. Other is a small thin wire that goes to the ignition switch inside the dash. If you can easily see and touch the small wire where it connect to the starter then do the following; otherwise, have it towed to a mechanic shop.
1) Make sure the connector is pushed all the way in, then follow the wire (or the group of them) as far as you can to see if they have any damage sustained to them.
2) Sometimes the battery needs to be jumped even if it has power. Try that, maybe that might help.
3) Take it to the mechanic shop. Sorry!!!

This almost continually signifies that, even as the elementary is on, that your automobile is generating extra toxins it quite is mostly does. perfect is to take it right into a restoration position, get the OBD-II code examine to diagnose the challenge, and performance it repaired.
